Biography
Rafael MARTÍNEZ BLANCO is currently Academic Coordinator of LEAD Mexico at El Colegio de Mexico.
Prior to this he was Director of Analysis and Prospective at the National Council of Science and Technology (CONACYT) in charge of the development of a National System for Evaluation of Science and Technology. He has also worked as consultant in sustainable development projects concerning environmental regulations and science and technology evaluation and he has been Director of the National Office of Climate Action at the International coordination office of the Ministry of Environment and Natural Resources (SEMARNAT), representative of Mexican government in international organisms as UNFCC and IPCC and in charge of promotion of clean technologies and MDL and carbon sinks towards scientific and technological strategies for Climate Change.
Previous positions held by Dr. Martínez include Director of Science and Technology for Environmental Regulation at the National Institute of Ecology where he worked on the promotion of science and technology for sustainable development in research and academic institutions in Mexico. He was Director of intersectoral coordination for the Under ministry of Planning of SEMARNAP. His responsibilities include development of strategies for sustainable development; design and implementation of policies for academic, research, industry, energy and technological innovations; and protection of natural resources sectors and contributions to Agenda 21.
Dr. Martinez also acted as the SEMARNAP representative to national academic, scientific and technology research institutions and the Directive Committee of CONACYT (Consejo Nacional de Ciencia y Tecnología) and for the Commission for Sustainable Development of UN. He coordinated efforts to reduce the generation of contaminant agents and to foster a rational use of renewable natural resources.
He received a doctorate in biotechnology, enzymatic engineering and bioconversion is from the Université de Technologie de Compi�gne in France, has a DEA in biotechnology from the Université de Technologie, and a bachelor's degree in biochemical engineering with a specialization in food and fermentation technologies from the National Polytechnic Institute.
