Biography
Working since April 2001 as Director, in the Ministry of Tribal Affairs, Government of India where current responsibilities include overall planning for Tribal Development in the country and management of various schems aimed at ensuring distributive justice amongst STs especialy for enhancing their education; income and health levels. Sh Kumar also worked as Director of Industries, Government of Bihar from June 2000 to April 2001.
From June 1999 to June 2000, Sh KUMAR had been special secretary to the Government of Bihar, where he is responsible for policy and implementation of programs relating to 15 government departments in the tribal sub plan area of 18 districts of South Bihar. These departments include Environment and Forests, Urban Development, Industry, Health and Drinking Water. From June 1996 to June 1999, he was managing director of Ranchi/Jamshedpur Industrial Area Development Authority, where he was involved with new industries and industrial estates, allotment of land to industries, registration and diversification, and single-window facilities for finance, government, clearance and taxation.
For three years prior to this, he was deputy commissioner in Ranchi, responsible for the maintenance of law and order and the implementation of social sector programs in rural development, watersheds, literacy, health and poverty alleviation. R. Kumar was also undersecretary at the Ministry of Environment and Forests for the Government of India, where he was involved with national programs for wasteland development, afforestation, regeneration of degraded forests and community lands development. He served on a national committee on forestry evaluation and developed guidelines on integrated land use and watersheds. He is author of 'Land Management: Scarcity to Surplus', a book published by SPWD. His interests include outdoor games, touring and classical music. He holds bachelor's degrees in physics, chemistry, botany and law from the University of Delhi. Currently studying MBA.
