Biography

Dhir Jhingran is an Officer of The Indian Administrative Service, with more than sixteen years of varied experience at the district, state and national level. He has worked extensively in the area of elementary education in the past twelve years in several capacities – as state level Project Director of externally aided projects, National Programme Manager of UN funded and other Government Projects, in state and national level policy planning positions, and recently as an independent researcher.His interests in the area of education include education of the poor and disadvantaged groups, community involvement in school processes, educational reform including administrative reform in the education system etc. Jhingran is also keenly interested in issues of primary health care and delivery of basic health services.The “Janashala Project “, (Joint government of India and UN Project), of which Jhingran was the National Programme Manager for a significant period has been awarded the prestigious ECOSOC International Award.PAPERS PUBLISHED / UNDER PUBLICATION.1.District Primary Education Programme: Organisation and Experence” in “External Aid in Basic Education”, NUFFIC, 20002.“Universalisation Of Primary Education : Current Policies and Perspectives” (SAGE India.)Research Work under PublicationElementary Education for the Poorest and Other Deprived Groups: the real challenge.
