Biography

Munawwar ALAM is an international civil servant currently working for the Governance and Institutional Development Division of the Commonwealth Secretariat as Adviser at its headquarters in London. The Division has the Secretariat’s mandate for the public sector development. Munawwar’s focus of work is sub-national government and administration.
During his journey from conventional to international technical bureaucracy, Munawwar has served in the public service of Pakistan in different ministries. His last two assignments in Pakistan were, Additional Secretary to the Governor and Joint Chief in the Provincial Transition Wing of the Local Government Department. He has also worked for UNDP. He is a Chevening Scholar. Besides degree in Medicine, he holds Masters degree in Administrative Sciences (MAS) and MBA from the University of Birmingham.
He has written on the contemporary governance issues for the Commonwealth Secretariat and international peer-reviewed journals and is also Editor of many books and international journals.
