Biography
Guillermo Arámburo VIZCARRA is currently the Director in the municipal government of the Municipal Institute of Research and Planning of Ensenada. Recently, he has been reelected for a 3rd period (2009-2012)as the Director of the Institute. He is in charge of the regional and the urban planning of a coastal municipality of approximately 450,000 inhabitants in the Northern Mexican State of Baja California. He also teaches in the School of Sociology at the Universidad Autonoma de Baja California (UABC). He has a long experience on development projects which takes an interdisciplinary approach and are related with urban and rural areas. He leads an interdisciplinary planning team in charge of the city and the municipal growth. He also has worked for more than 25 years as a researcher on such topics as international migration, urban growth and rural communities affecting the border region between Mexico and the United States. This research is often conducted with an interdisciplinary team comprised of scientists, statisticians and economists that advises government agencies on regional and local planning strategies.
G.A. Vizcarra has a a Ph.D. in geography and urban studies from the University of Paris III - Sorbonne Nouvelle. His dissertation focused on transport and port development in the border region. His master's degree in regional development is from El Colegio de la Frontera Norte, and his bachelor's degree in sociology is from the Universidad Autonoma de Baja California.
