HE Bingguang works with the State Development and Reform Commission(SDRC) ,People's Republic of China, in the Department of Environment and Resources Comprehensive Utilization, part of the State Council(Central Goverenment) in Beijing.

His focus is on conserving and synthesizing the use of natural resources. He has published several papers, including a study that garnered a top award from the Chinese Coal Industry. His masters degree is in mining engineering and economic management.
