Anjuly Chib DUGGAL is the Additional Secretary, Expenditure at the Ministry of Finance in the Government of India prior to this she was with Ministry of Information and Broadcasting in the Government of India. A Fellow from Cohort 1 (India), she was elected to LEAD International's Board of Directors in 1998. She is a member of a management cadre in the Government in India and has been a development administrator in the areas of urban renewal, education, nonconventional energy, technology promotion, health and welfare. She has therefore been involved in policy formulation for pollution control, and has also administered environmental regulations.

For more than two years, until the end of 1998, A.C. Duggal administered the LEAD India program. Prior to that she was director and administrator for the Punjab Energy Development Authority. Her educational training was in psychology.
