André de Boer dedicates his career to renewable energy and energy saving. He is working for the Dutch Agency for Energy and Environment (NOVEM) and is responsible for stimulating implementation of biomass in the Netherlands, focussing on digestion techniques. Before he worked at the Dutch Energy Research foundation (ECN) working on market development study on wind energy in Kazakhstan. Prior to this position he was energy specialist for the city of Nijmegen, where he was concerned with communication, energy and environmental policy issues. Primary goals were the development of a city-owned wind-energy park and helping the city to compete in a free energy distribution market. Before this position, he lived in Moscow and worked on a study on the potential of renewable energy in the Central Asian New Independent States.

Mr de Boer studied astronomy and physics at the Utrecht University. He has additional degrees in management & policy and energy&environment.
