Tomás MOREIRA, urban architect, is the Executive Coordinator of Brazilian City on the Move Program at Institut pour la Ville en Mouvement a France (2004/05), and the Manager of Managing Plans at Polis Institute - Studies, Formation and Assessorship in Publics Politcs Institute(2003/05). Also, he teaches Urban Plan and City History at Santa Cecilia University (2001/05).

He worked as Executive Secretary of the National Housing Program at Via Publica Institute (2003/04) and the Housing Project at the Citizenship Institute, a national NGO (1999/2000). He worked too for private companies such as Fronteira Norte and CNEC - National trust of Consulting Engineers, public companies including SEHAB - Secretariat of Habitation and Urban Developmentand and EMURB - Municipal company of Urbanization, consulting companies including FUNDUSP - Foundation of Research of the University of São Paulo, and Dunkerque Urbain Agglomeration and Université Catholique de Louvain-la-Neuve.

He is currently pursuing a Ph.D. in Urban Studies at Institut National de Recherche Scientifique a Université du Québec a Montréal, in Canada. He received a Master's Degree in Habitat and Development from Université Catholique de Louvain-la-Neuve, in Belgium. He also specialized in Rural and Urban Habitat for The Third World at Université Catholique de Louvain-la-Neuve and in Development, Planning and Building at Université La Cambre in Belgium. Also, he has a post-graduate degree in Urban and Regional Planning from Faculdade de Arquitetura e Urbanismo da Universidade de São Paulo, in Brazil.

Actually, he is investigating governance and urban partnerships related to social stakeholders. In past research, he has looked at the planning of new cities, public housing policies, community-based management of low-income housing programs, and community-based management in Europe and Latin America. His research has been published and presented in national and international conferences and courses.
